Abstract

Japan has positioned ammonia as a key energy carrier in its decarbonization strategy, emphasizing both large-scale utilization and systematic management across the value chain. The national policy promotes ammonia as a zero-carbon fuel for direct combustion in power generation, industrial furnaces, marine transport, and fuel cells, while also functioning as a hydrogen carrier within the hydrogen economy framework. Infrastructure development, including storage tanks, port facilities, and international supply chains, is planned to support large-scale import and distribution. Technology development focuses on ammonia co-firing and eventual mono-fuel combustion in power plants to expand demand and reduce costs.
